Right off the bat, when these uniforms were introduced in Deep Space Nine's pilot, "Emissary," Chief O'Brien always wore his sleeves rolled up - or, more specifically, his jumpsuit sleeves rolled up and his undershirt sleeves pushed up.
This made a certain amount of sense, visually; being the engineer, it did give him a sort of "Mr. Fix-It"/repairman/mechanic look.
