We'll present the exceptions and oddities we noticed in approximate chronological (production) order.
When the VOY uniforms were first introduced in Deep Space Nine's first season (early 1993), the undershirt collars were generally quite short.

O'Brien's collar, which was short, seemed to remain about the same through the first season, as did Bashir's collar, which was taller than average at the time.

The sleeve cuff was also enlarged from about 1" to 2" around the same period as the collar (mid-season 1).
