Chakotay's collar, in particular, became noticeably "droopy":

He wasn't the only one, though; Tom's was a bit loose in Voyager's early fifth season but tightened up again not long after:

We saw more of this in the later years amongst the supporting cast and extras, as well - again, perhaps because of the constant reuse of the undershirts (with the collars constantly being stretched), or perhaps because of the pre-made garment sizes not quite fitting the wearers.
This happened from time to time before those later years (usually when a character was either sitting, or perhaps leaning, craning their neck, or looking in a particular direction), but in our opinion, those were also exceptions rather than conventions and/or trends.
